What happens when maintaining a friendship always falls to one person?

If the same person in a friend group is usually the one who initiates plans to meet up and check-in messages, while the others accept invitations and join the conversation, would you still consider that friendship mutual? People are busy and have different communication habits, but I’m also worried it could gradually turn into a one-sided effort. How do you assess that balance?
