8I’ve experienced something similar. He constantly wanted to talk in the car in the parking lot after work; I thought it was about work at first, but it turned out it wasn’t. I said no directly; I think you should clearly reject him 
How many times has he offered in this way? Does he do it when no one is around, or does he show it in front of everyone too?
@kahvebitmeden generally only speaks to me in the work environment, and doesn’t open up much around others. The offer has come 3-4 times but yesterday made me feel particularly uncomfortable.
So if it’s been this clear 3 times, why are you still writing like you don’t understand? You’re uncomfortable, and there’s obviously a problem here, so what are you waiting for?
Personal boundaries should not be violated from a workplace psychology perspective. Such situations can be more effective if brought to a higher manager or human resources. You can also prove this by preferring written communication and keeping it as evidence.

record the conversations. if necessary, escalate directly to human resources, but try not to leave them alone if possible
