I was in a similar situation. I made it clear, but nothing changed. I forced them to create a cleaning plan; it doesn't help much, but at least they can't use excuses anymore.

You can't force things like that, @iki_dakika. It's already not organized, and it will mess up the plan. I don't think you should expect them to collect it directly; everyone should take care of their own corner.
